Heat oven to 325°F. grease 13x9 pan. In large bowl, beat cake mix, milk, vanilla, eggs and cream cheese with mixer on low. In medium bowl, toss rhubarb and 1/4 cup flour. Add into other mixture and mix. Pour into pan. In small bowl, mix remaining 1/4 cup flour, sugar and butter until coarse crumbs form. Sprinkle over top. Bake 35-42 min. Cool 30 minutes.
