Chop rhubarb into 1/2" long pieces. Peel and slice apples very thin. Combine fruit in a large bowl. Add sugar, cinnamon and cloves. Reserve 2/3 cup of sugar mixture for topping. Blend 1/3 cup flour with remaining 3 cups of sugar mixture. Add, along with orange juice, to fruit. Mix well. Place in a lightly greased 8" square pan. TOPPING: Mix flour and rolled oats with margarine. Spread over rhubarb/apple mix. Bake at 375°F for 35-45 minutes.
